It must detail the allocation of intellectual property rights and rights to conduct further research and development or commercialization activities; STTR requires the enterprise to perform at least of the R&D work and a single partner research unit to perform at least of the R&D work. The STTR program may employ a principal investigator through a partner research institution. Amount of subsidy From October agencies may award a Phase I award up to $ and a Phase II award up to $ .
